The conservation of fuel and power is a major issue within the construction industry. Energy use in buildings is a major source of carbon dioxide emissions which are a contributor to climate change.

 

Dependent upon the location of the building, there are two regulatory documents that will apply to designers and specifiers:

  • Part J of the Building Standards (Regulations) applies to Scotland only
  • Part L of the Building Regulations applies to England and Wales

PART J - SCOTTISH BUILDING STANDARDS

The latest detailed changes came into effect on the 4th March 2002.

 

The changes to Part J include an elemental wall U value of 0.30, provided that the heating system is gas or oil and meets the new SEDBUK boiler efficient targets. If an alternative form of heating is used or a lower efficiency gas or oil boiler is installed, then an elemental U value of 0.27 is required. Thermal bridging and air leakage are also new measures that require limitation.

 

Higher U values are possible using one of the trade off options detailed in the Standard. Examples of typical U values to meet 0.30 or 0.27 are shown overleaf to illustrate the various design solutions achievable for compliance.

PART L – BUILDING REGULATIONS ENGLAND AND WALES

The latest changes came into effect on 6th April 2006 and set out to make buildings more energy efficient, save 1 million tonnes of carbon per year and improve efficiency standards by 40%.

 

The approved document L is published in four parts:

  • ¥AD L1A - New dwellings
  • L1B - Existing dwellings
  • L2A - New buildings other than dwellings
  • L2B - Existing buildings other than dwellings

 

A key objective of the EPBD (European Union Performance Building Directive) is to set an overall energy performance target for each building. The objective of the EPBD is to promote the improvement of energy performance of buildings within the community, taking into account outdoor local and outdoor climatic conditions, as well as indoor climate requirements and cost effectiveness.

 

All member countries must implement the directive by 2006 at the latest. This means that the new Standard Assessment Procedure (SAP 2005) is now the only means of demonstrating compliance with the new requirements. The elemental method and target U value methods features are not permitted in the new regulations.

 

To gain approval from the Local Authority Building Control Department, for new dwellings from April 2006, the dwelling emission rate (DER) must be less than the target emission rate (TER) which will be established according to the generic house type. The revised SAP 2005 is used to undertake the calculations. Another addition to the regulations is that air pressure leakage testing will become mandatory, helping to ensure increased efficiencies.

 

There are many forms of wall construction that can be built with masonry units from the Fyfestone and Masterblock ranges to comply with the new requirement for a U value of 0.30 W/m2K or lower.
